This Classic Hero design comes from Supergirl, the CW series starring Melissa Benoist as Kara Zor-El. Supergirl premiered on CBS in 2015 and moved to The CW after its first season, where it ran for six seasons in total. The DEO - the Department of Extranormal Operations - is the government agency she works alongside, and it comes straight out of the comics.
