This Towelie Shamrock design comes from South Park, the Comedy Central series that has been made out of construction paper, or something that looks like it, since 1997 and shows no sign of stopping. The look is the joke. It imitates cut-paper animation, with characters built from simple geometric shapes and mouths that flap.
