This National Intelligence Department design comes from Stargate SG-1, the series that took a single 1994 film and turned it into ten seasons of stepping through a ring into somewhere else. Stargate SG-1 premiered in 1997 on Showtime, picking up directly from the 1994 Roland Emmerich film and running ten seasons, the last five on Sci-Fi. At the time it finished it was the longest-running North American science fiction series ever made, a record it held for years. It spun off Atlantis and Universe and a pair of direct-to-video films, and the fandom that grew around it was organised and loud enough to keep the franchise alive well past the point most networks would have stopped.
The replicators are self-assembling blocks that eat technology, and they were introduced partly because they were cheaper to animate than another humanoid enemy. Stargate Command is located under Cheyenne Mountain in Colorado, a real military installation, which is a large part of why the premise feels plausible.
