The three Prime Directives are the spine of the plot, and the fourth, classified one is the reveal that the corporation wrote itself an exemption. RoboCop was released in 1987, directed by Paul Verhoeven, and it is far stranger than its reputation as an action film suggests. Officer Alex Murphy is murdered, rebuilt by a corporation as a product, and spends the film recovering the memory of having been a person.
The Prime Directives are serve the public trust, protect the innocent and uphold the law, and the hidden fourth one protects OCP executives. Peter Weller trained for months with a mime artist to develop the walk, and the suit was heavy enough to make filming physically brutal.
