This When the Dm Smiles design comes from Dungeons & Dragons, the tabletop roleplaying game that invented the genre. The 1980s moral panic that tried to link the game to occultism became, in time, a durable piece of its own marketing. The game has no board and no win condition, which is why a Dungeon Master and a set of dice are the only fixed requirements.
