This Star City Defender design comes from Arrow, the CW series that put a billionaire with a bow on network television and accidentally built a shared universe. Stephen Amell plays Oliver Queen, a spoiled billionaire who spends five years presumed dead on an island and comes home with a bow, a hit list and a hood. The early seasons are grounded almost to a fault: no powers, no aliens, just a man who is very good at archery and very bad at explaining where he goes at night. Its villains are drawn from deep in the DC catalogue. Deathstroke arrives in season two alongside Mirakuru, a serum that turns ordinary soldiers into something considerably worse, and the season is widely treated as the high point of the run.
