This Rocko and Spunky design comes from Rocko's Modern Life, the Nickelodeon series about an Australian wallaby trying to hold down a job in O-Town, which spent four seasons smuggling adult jokes past the censors. O-Town is a place where every errand becomes an ordeal. Rocko works a phone-sales job he hates, his neighbour Heffer eats everything in sight, and Filburt the turtle is nauseous about it. The show is genuinely about being broke and overwhelmed.
